  • He is a career diplomat;
  • He graduated from ECOLE NATIONALE D’ADMINISTRATION, ALGIERS, in 1976, – Promotion 1972-1976-;
  • He joined the ministry of Foreign Affairs in September 1978;
  • He served, in its different capacities as diplomat, at the Chancellery in Algiers, and, abroad, at the Algerian Embassies: Brazzaville, (Congo); ( 1981-1984); Athens, (Greece), (1984-1986); Madrid, (Spain), (1986-1988) and, New york, Algerian Permanent Mission to ONU, as Deputy permanent representative, (1993-1996);
  • As Ambassador of Algeria, he served:
  • In Zimbabwe and Zambia, with Residence in Harare, (1996-2001),
  • In Mexico, and the Central America countries (Guatemala, Honduras, Salvador, Costa Rica, Belize, Nicaragua, and Panama) with Residence in Mexico-city, (2005-2010);
  • he has also, served as Director general for multilateral affairs (DGRM) from 2001 to 2005, and Director general for Economic relations and International cooperation, (DRECI)  from 2010 to 2018;
  • And recently, he has been appointed as Ambassador Counselor to the Cabinet of the Minister.
  • Ambassador BELHIMEUR has dealt during his career, as a senior diplomat, with a large range of multilateral issues. He attended to several UN General Assembly, and participated to many multilateral conferences, organized in the framework of United nations organization and its specialized institutions, or by others regional organizations not related to ONU like G77, OCI, UA, etc.
  • During those recent years, he took an active part to many multilateral negotiating processes engaged by the Algerian government, like, the Climate change negotiations, the Agenda 2030, the Algeria’s accession negotiation to WTO, and the recently concluded,negotiating process on the free Trade Agreement for Africa, ZLECAf, in which he chaired the national negotiating committee.
  • He is presently the Algerian Focal point to South-south Cooperation, and as such, attended a lot of global and regional conferences.
  • Languages: He speaks Arabic, French, English and Spanish;
  • DISTINCTION: He is holder of Mexican Order of the Aztec Eagle, (Orden del Aguila Azteca), the highest distinction awarded by the Mexican government to foreigners.
